ACSA Interest Rate Swap Agreements Investigation

ACSA runs South Africa's major airports — OR Tambo, Cape Town International, and others. The Zondo Commission found that ACSA had entered into complex financial agreements with banks that may have cost the company billions unnecessarily. The SIU was asked to investigate whether this was corruption or just very bad financial management.

The Special Tribunal.

Established 2019. Hears only SIU civil matters. Faster and cheaper than High Courts — and the only court empowered to set aside state contracts won through corruption.

Before 2019, when the SIU wanted to get stolen money back, it had to use the normal High Courts — which are very slow and very expensive. The Special Tribunal was created just for SIU cases. It works faster and costs less. Since 2019, it has become the main weapon the SIU uses to cancel bad contracts and recover stolen money.
